All Federal Government employees are able to join a union, including the postal workers. The main difference between Federal unions and private sector unions is Federal employees have a no-strike clause -- that's how President Reagan was able to fire all the air traffic controllers in the early '80's. Canadian postal workers also have a union, but Canadian government unions are allowed to go on strike (and they have many times in the past).
