Everything depends on situations. Is he using her or does he have genuine feelings for her?
It is also said that a guys maturity level is about 2 years behind girls of the same age. So in that respect it's ok.
Age is such a weird thing. At your age, when someone is 2 years younger than you it seems like a HUGE difference. As you get older, it no longer matters.
I realize that your friend is in High School, but what about the girl? Is she still in 8th grade?

no not really b/c age doesn't matter if you like the person. tell your friend that they doesn't really have a problem.
