Yes, as world peace is referring to harmony among nations, races, classes, and religions.
Crimes would still be normal among individuals when some have to steal in order to survive, stealing due to temptation, etc.

Do not confuse world peace with individual peace, religious peace, or state peace. World peace is closer to being achieved than ever. It's individual peace that will be a near impossibility. Religious peace can never be achieved once there is more than one religion. State peace is never accomplished because of guidelines that prevent cooperation. World peace is a nice thought and all, and it's quite feasible, but not so much helpful.

Of course - crime continues irrespective of whether it is peacetime or not.
Even places like Switzerland that are neutral do not have zero crime rates.
I don't see how these could be linked.
