House is only 9 years old. I believe it is the well head that is frozen.

take a small heater and place it next to head covered with a blanket it will slowly dethaw and the insulate it so it doesnt freeze again

Is the well head outside away from the house?

Thats where most are.

Is there a metal cover on it that you can take off?

Are you sure that it is frozen? That it's not some thing else?

You could try a heating cable.

I think your best bet is to call a plumber or a well driller to see if they would have an answer or if they could fix it for you.

if the wellhead is completely metal you can use a torch to thaw it. if it has any pvc on it or in it, you'll have to use a enclosed space heater, and there's a chance that it may break or crack while thawing. if it does , shut off the water and electric, then repair.
from now on, either keep a space heater in wellhouse or wrap with waterproof heat-tape. good luck.

I believe there is a special electric pipe wrap you can get at a hardware store. I know people in trailer homes use it to keep their pipes from freezing in the winter. Wish I could help more never had this problem and hope I never do. Good luck to you.
The electric heater is a good idea too, but please do not throw a blanket over it.

yeah some of these answers are great if you want the fire department comming to your house....while your at it with the ceramic heater place some straw around it and mack a path upto your house....come on people.....just get some bails of straw and surround the pump shrouding
