My neighbours kids always makes lots of noices at night,especially btw 11pm -1am. Already informed them & they stopped for a while, but now the noices are back, i think they did it on purpose. Complaint to HDB but they can do nothing about it, any suggestions?

Who is HBD? Call the police. most cities, townships have ordinances restricting noise past a certain time at night

Definitely try to speak once more and politely remind them that this is an inconvenience for you.
Any other neighbors complain? Take some along when you go to speak about it ;)
If they continue, you can always approach the police, I am sure that'll help tone down the volume!

Keep complaining to HDB. They'll get so tired of hearing it that they'll have to do something to make it stop. Or you could always talk to the neighbors themselves--although that can be risky.

Did you try to talking to them about it?
Did you call the police yet?
If you did and neither worked, stick a loud boom-box in their window and crank it up. make sure that it is durable that way if they push it off, you can stick it back on. Pretty soon the entire neighborhood will want to destroy them.

From 2am -4am, make your own noise, refuse to stop until your neighbors kids are under control.
