You seem to have a condition called phimosis, where the foreskin opening is too tight/narrow for it to be retracted easily. The itching and small cuts might be due to being either too rough or improper hygiene.
You should wash your foreskin every time you shower. Pulll it as far back as it'll go without pain or discomfort, and wash the area with water and mild soap. If you can't pull it all the way back right now, it's okay. Afterwards, you may want to apply moisturizing lotion or lotion with aloe in the area, to reduce the itching and heal the small cuts.
Once the small cuts are healed, you can try "stretching exercises" to remedy your phimosis. One basic exercise is to take two fingers and stretch the opening of the foreskin as far as it'll go without pain or major discomfort (like increasing its radius) by hooking a finger on either side of the opening. It's a bit hard to describe and may take a few tries to get right. It's best to do this after your shower, and applying some lotion may help. You don't want it to be sore or have small cuts afterwards, as it could scar and make things worse. Do this exercise for a few minutes each day for a few weeks to month.
If after a month or so and there's little/no improvement, ask your doctor about prescription creams that're supposed to help, especially when combined with the stretching exercises. If after another month or so and this doesn't work, you may want to consider surgical options (see last link). Note that this doesn't necessarily mean circumcision, though that is an option. Circumcision should really only be considered when all other options you're willing to try have failed, so ignore any opinion that suggests that as a the only option or the first option. Those are not cuts they're tears. The itching is caused by skin being overstretched. Get some good lubricant and just slowly pull the skin back until it hurts and then hold it there for 5-10 minutes. Do this several times a day and keep pulling as the skin stretches, it will eventually slip past the head. This is not an uncommon problem so don't panic. If this does not work, you'll need to see a doctor to get the skin clipped. DO NOT GET CIRCUMCISED!! If you do, the skin on the head will be exposed and lose sensitivity.

It's just tight dry cracking skin - try rubbing Vaseline in a couple of times a day for a few days, you may find that you need to put a piece of loose plastic over the end to help keep it moist - and don't try pulling the skin back over penis head until it's cured as your foreskin can get trapped.

u need to talk to your parents about this. this is a common condition and may or may not resolve on its own. you didnt give an age, but if you are having erections and possibly masturbating..then i think youre old enough to have a genuine concern...talk to your parents, get a docs appointment and get checked out. sometimes the skin can be gradually stretched and sometimes surgery or circumcision is neccessary...either way, you need to adrees the situation before it causes permanent damage..

It hurts because it is very sensitive. The trick is to keep slowly peeling it and rubbing a little petroleum jelly. eventually when the skin is completely peeled it can be cleaned

See a doctor you might have an infection. Could be some lint got caught under there causing an irritation.

See a doctor. It is not as embarrassing as you think. Just go and tell them your problem and they will say whether it really is a problem and tell you ways in which you may have it corrected or alleviated.
