Emo or emu? If you mean the former, the key to keeping free range emos is to have plenty of razors, dark clothing, and square plastic glasses on hand. Just play lots of Dashboard Confessional and My Checmical Romance albums. All will be well.

Who would want to raise an entire subculture of people (usually angsty teens) with a fake personality. The concept of Emo is actually a vicious cycle that never ends, to the utter failing of humanity.
But, go ahead if you like. I doubt you'll need a permit.

There's lotsa permits you gotta get. A therapist on staff is the best way to start. They'll know the rools bettar than Dragon would.
