I get a lot of junk mail. Some of these inlude chancers, and fake bill issuers. If the bills were genuine, you would know about them and pay them.
If it really bothers you then forward them to the fraud squad and ask them to investigate the legitimacy of the fraudsters.

If you owe the money and not paid the bills they have every right to keep sending them. If they don't give any details, call them up and tell them you want more information.

Not if they are addressed to you and you owe the money to the bill sender, and you have not paid them. If you have paid them , remind them of this. If they continue after you have paid them , then the answer is yes.

It depends on your definition of "Harrasment", "Bombardment" and "Blank".
Have you tried resolving this with the sender of the bill?
