Can they come up through a drain or faucet? What about through weather stripping in the windows? What about under doors, cracks near pipes, etc.? I am trying to seel up the apartment, and any information about this subject would help. Please no answers like, "They're going to get in. Spray!" That has been done and failed.

Drains. Look under your sinks. But they live in the walls, so they can come out just about anywhere. This is a tough one when you live in an apartment. I would discuss the matter with the landlord, as this is a public health issue since roaches carry so much disease. The entire building must be treated, and you just won't be able to keep them out by sealing or spraying. I was able to break a lease in Oak Park (near Chicago) when the landlord was unable to rid the apartment building of roaches.

Also potato bags, really. pretty gross

Feed stores sell a superior roach spray that has residual effects.
