Well it would make sense. Divide it into three "states" with each one controlled by the religious group.
The Kurd, Shiite & Sunni state. Then a government ruled by all three with all three having equal power. The oil revenue is to be evenly split amongst all three states.Since the oil isnt under the whole country, the Kurds I believe would be left out otherwise and no one would agree to that. Each "state" could make their own laws and regulations much like the states here do. They could have a supreme court made up of 3 of each ruling party. I mean it wouldnt really be that difficult.

if you were to study the history iraq's creation it was the british who carved present day iraq from the ottoman empire. everyone during the ottoman days and even after iraq was formed the people were united and living in harmony, respect and understanding - the Muslims, both Shiites and Sunnis, Jews and other non-Muslims. it was the interference of the western powers, initially the british then later the us that has sowed the seeds of hatred and disunity among the iraqis all for the sake of their endless greed for oil and the resources of the muslims countries. they allow the countries to gain independence but install puppet regimes in the forms of dictatorships, monarchy and liberal democracies which all work for the interest of the western democracies. much damage have been done to the religious, cultural. social and economical foundations of iraq and other muslim countries. the western powers will never leave muslim countries to develop, progress and nurture in peace because a modern and progressive muslim world will be threat to the values that the west hold dear to - a flourishing islam will be a threat to the continuing exploitation of women in the west, a danger to all the capitalistic m=norms that have enslave mankind for such a long, long time. so the solution for the west - keep muslims and muslims busy bickering and killing each other so much so that they do not have time to think about pursuing knowledge and work toward their betterment. this is the present reality that will result in a devastating war in the not too distant future. may God save us all from this calamity.

It could be the solution is to pull all our troops out and say call us when you are ready to start acting like rational people. Just because a group is in the minority in a area doen't mean there aren't any there.

To subdivide Iraq would only create more problems than it fixes.

Three State theory has two big problems.

The Kurds will unite with Turkish freedom fighters and Kurds in Aubergine.

The She'a are more loyal to their religion than their Borders. A unified She'a would enlarge Iran.

Both of these are fine with me but would lead to destabilization.

No, because the primary concern will be how you divide the oil rich regions. And given time, the three countries will probably try to invade each other to take back the rest of the oilfields.
