Are they're people on the beach at Sandals Whitehouse, selling stuff?

No there are not. Sandals whitehouse is away from the nearest tourist town, negril so there are not so many peddlers as its the only resort for miles around. If its the stuff u want negril is easily accessed by taxi or bus.

I have not been there. But - the beaches in Jamaica are all "public beaches" so there's a good chance the answer to your question will be "yes"
