Toe Rag,
Correctly identified as a Cloth or Rag used to wind round the feet. Used as a derogatry term as in Islam the feet come into contact with the ground and are therefore by definition 'Unclean' and the exposure thereof is considered both very rude and insulting. It is probably the 'dirtyist' thing anyone in polite society copuld use to describe a person of low charachter or loose morals.

It's British/Australian slang and is also spelled 'toerag.' Originally it meant:

"A rag wrapped round the foot and worn inside a shoe, in place of a sock."

my dad of 92 calls my 12 year old son a towrag so i belivev it can be used in an affection way for somone who can cause mischief well i hope so anyway

It's a toerag.
