yes they can, no matter where you live. The boss is the one who decides who gets paid what. If someone applied who has experience and was willing to take the $6/hr great, but why shouldn't they get paid more for having experience?

Yes, it is the prerogative of the employer to fix whatever he wants to pay you as long as it is not less than the advertised pay

of course if they like the applicant that much......... and dont want to lose them..its based on experience...6 is for none.9 is for some.or maybe that 9 an hour person looks much more "presentable" to them.... and has a better speaking manner and appearance............ in retail that matters

Isn't that false advertising? Maybe they forgot to put based DOE (depends on experience.) Also, maybe the company isn't legit or licensed.
