That the person's voice is so exciting and "electric" if you will, so light and brightening and wonderful that the world would "short circuit" from the power of it all.

Hard to know without more context. Here's my guess --
You know when you see someone, and you are attracted? There's a sort of time stands still thing where you are exchanging glances, appreciating someone purely on a physical and a non-verbal level?
Then, there is the moment where this world of fantasy is shattered. Eventually, you have to have a conversation if it's going to go anywhere. If you're really in a wild mood, maybe no conversation necessary.
But, this lyric could be that moment where someone is going to open his or her mouth, and you are going to find out what happens after that.

Or, it could be that I have an overactive imagination on Friday. Without more context, it's really hard to say.
But, the beauty of music is that it means whatever it means to you. There's no "right" answer. You are not going to get graded. There's no English teacher involved. And, in the end, it's whatever floats your boat.

I think I experienced this ... but then I was in love - something you hear from the person you love that means the end of everything to you at that moment. Just my opinion.

to me i get this from it : that persons words are very powerful and that he could'nt handle it and would break down or short cercuit. should've listed the song anyways.
