short answer is yes, If your phone has a camera then it would suggest it has a way of transferring it.
If their was cd and cable with your phone when you bought it, install the software and plug in the phone for the proprietry software to move it.
If you don't have these you need to get them or send the photo via MMS to someone that can transfer it to PC, alternatively if your phone is email enabled email it to yourself.
