At various points in ancient history women removed all hair, other than scalp hair, from their bodies.
However, dealing with modern times there have been three factors leading to the increasing shaving by women to the extent that almost all women in the US now shave.
1. the development of the safety razor and disposable blades -- available from 1903 on
2. the shortening of skirts leading to women exposing their legs for the first time, leading to women wishing to remove leg hair
3. the improving levels of nutrition leading to American women having higher levels of testosterone than hitherto and hence having a great deal more body and facial hair than previous generations.

i guess since the day they realized they had hair on some parts they did not like.because it is not attractive and does not look feminine at all.i love to wax or shave all over i like the smooth feeling you have after words.i am thinking about laser tough when i have the money.in some countries (middle east)it is very common to shave or wax of all your body hair for centuries women have done that,it is becoming more popular here in the states now.some women in europe (germany, france etc)dont shave at all.they have body hair coming out all over yucky

When it becomes too hairy. when our men start complaining about it. When we are in the mood. When the razor is found for shaving.
