I have a external usb hdd and i what to make it accessible over LAN but without connecting it to a PC with usb. I just want to make a network attached storage (NAS). Is there a device or someway to achieve that?

Yes. The linksys NSLU2 is a network attached storage device that will connect up to 2 usb drives to your network. I have one at home and it works great.

Yes you can by a small device called a Print / file server!

try "black box" they make all sorts of I/O converters. Otherwise buy a NAS box and populate it with cheap disks rather than expensive external drives

Nope, no way to do that that I'm aware of and I've been doing networks for over 20 years.
