GPS works anywhere in the world, hence the name Global Positioning System. Most modern GPS' have a basic map of the world built in showing major cities or even highways, but for street level maps you will likely have to purchase those maps to upload into your GPS. Again, most modern GPS' have the capability of having their maps updated and some even take removable flash memory cards. Just make sure that the GPS you buy has the capability of having its maps upgraded and that the manufacturer has street level maps of the Philippines available for you.
