You have a 2-part question here... so here's my 2-part answer... The bleach and water solution stated earlier will work great but won't help with the longer term smell and re-appearance of the moisture.
If you have a small electric fan, plug it in and place it out of the way (tripping over cords etc.) but point it at the wall that you just cleaned up. Run it on the lowest setting and let it run until the source of the problem is repaired by maintenance. The air movement will help to keep it dry and thus keep the "musty" smell and mould away.

Get some TSP (tri-sodium phosphate) at the hardware store. Mix with water in a 2 gallon bucket. Add one cup of bleach. Scrub the walls with a large brush. Wipe down with clean water.
Run an exhaust fan in the basement until the problem with dampness is sorted out.

Use a mild bleach solution to wash it off then when dry you can use a stain/damp guard and sprat it on. It will not work long trem if the damp is bad but will do for now
