I think his intelligence has continued along the same vector, but situations on the ground have changed, as well as Congress.
This is his last chance to get soldiers on the ground before the Congress starts demanding a phased withdrawal.
With Iraq, the real problem is that both Sunni and Shia are receiving outside military assistance to subdue the others. This is going to continue until the country attains some sort of power equibrium, although that presently appears unlikely.
The chief mission now is to reduce outside influences from imposing their will upon the region. The USA is basically attempting to act as a referee.

My brother's unit is one that is going and they were told and trained that this is the exit strategy to clean out the areas that are heavily terrorist influence and then turn the place over to the local force to sink or swim on their own. The generals there ask for the new troops to accomplish this mission. You are mouthing the campaign slogans of the "new" Dem leadership which is actually the old Dem leadership that was in control of Congress when the war started and they voted to send the troops there in the first place. They never mention that do they? You are supposed to run around frantically now because of the troop surge but it actually is the end of the war effort and will take a couple of months. The Dems know that but if you think Repubs are bullshitter they cannot hold a candle to Dems who have to lie to so many to keep the wacky coalition that is the Dem Party in line. Incidentally I am a labor Dem, who has held county level office as a Dem, and I am still a member of the local executive committee but I also am not stupid and can see that the Dem Party nationally could not be more fake.

This reminds me of math, the concept of infinity. See, when he reaches an idiocy level that is beyond our comprehension (infinity) and then it takes it a bit higher, we simply can't describe it, so we just call it infinity - it's a concept, a direction, not a point. Infinity + 1 = Infinity.
Therefore, Bush's Idiocy + a few more idiotic things still = Bush is a total oil industry, war-profiteering, evil idiot who makes money from dead American soldiers.
Actually, in his words, his idiocy didn't ESCALATE, it merely SURGED. (As if that makes a difference.)

If it works then he won't be considered an idiot.
I didn't vote for him, but I hope it works - the Iraqi people have been through enough pain.
