I am not going to answer this as greater minds than mine have tried to answer this and have failed miserably. All I can do to get close to this is to define why we don't create it. It is not for self expression, that is very recently invented reason why we do it. It is not for therapy either, Art as therapy has only existed since the 1950's.
All I can say is that artists are "driven" in some way, they do it because they can and want people to see what they see, the poetic beauty in the painting or sculpture. To make something out of nothing, to bring something of the other into the world without destroying anything else. Selah.

Its an essay question, but in brief:
Art is an Extension of Craft. Some of the earliest examples of art are seen as wavy lines on pottery vessels, which obviously had a practical purpose. Also Cave paintings etc were believed to have religious significance. bless the hunt etc.
As we became more sophisticated in our tool use, a part of the pride taken in the manufacture was the aesthetics (beauty) of the object. And so the forms of decoration diversified to create all the branches of art we see today.

Early art was created for ritualistic purposes. But as people's lifestyle and mentality evolved over the ages, the objective of art turns into that of pleasure and expression.

because its somethign that is entertaining, it falls under "Entertainment and the arts" in all catagories, and its wonderful. imagine a world without art, it woudl be a pretty boring place if we didn't have statues scuptures and paintings!
