Charities in most states have to register as charities with the Attorney General's office and most of those offices have a fraud monitoring unit for charities. Charities also in some states have to register with the Secretary of State in your state just like other businesses. This is at state level of government, not the Federal. A police agency might be able to tell you if this is a scam though so maybe try that. There are some pretty crappy charities out there who actually are legal because we tolerate that stuff but you can find out if its illegal.
