When MNM (whether it be Mercury, Nitro, or Melina) walks down the ramp they have a fake paparazzi taking pictures. Are those always the same people travelling around with the company playing the role or does WWE offer local journalists such as college students and newspapers the opportunity to participate during this segment of the show? Are any from WWE Magazine? Who owns the pictures?

I would think it would be probably backstage agents or other WWE crew that would pretend to be the paparazzi.

Just some of the other hired help.... backstage out of view guys, maybe a few sidebar guys and other various WWE cameramen.

It's probably people they have already hired for bit jobs like that, or the coffee guy, or the guy that gets picked on by the heels backstage.
