Due to upnormal changes of the geographical conditions the layes will move one area to another area, due to this the other layers of the earth will be disturbed and the earthquake will cause,

For example : if you are arranging 100 pillows one by one vertically and taking out the pillow in the middle the other will fall down or will rearrange.

To the best of my knowledge, Shock dampering designs related to high-rise buildings, (Ie.rollers at the base, springs, materials, etc.) Would be the most effective in a "modern" world. Emergency plans put in place by governments designed to warn, inform, evacuate or assist in survival tecniques I believe are most effective when done properly for saving life. Older buildings, again, structural refits. And the continued advancements of science by people not only concerned by the sanctity of life, but the science itself. Hope this helps.
