No, for the same reason that knowing English doesn't qualify a person for a BS in English. There is more to learn about a language than how to speak it. In a University you would study grammar, literature and other aspects of the language.

You should be able to take a sort of placement test in Italian but you might not even be able to get all the credit for the language classes as it is more than just "knowing" a language. You certainly would not be able to get a degree as a degree involves tons more than knowing a language including 2 years of liberal arts classes like English, Math, etc. You may be able to get about 4 classes worth of credit and you'd probably do really well taking other Italian-related classes, but thats about all you will get.

You can take CLEP tests and if you pass, you will get the credit for the class. I do not know what the fees for these tests are now, but your college councilor should be able to help you out.

Nope. You definitely can't just be handed a degree in it, and many schools won't give you any credit for knowing it either - just let you place into a higher level class if you want to study it.
