Probably call the authorities. At that age, drinking alcohol is very dangerous to the brain, and his outbursts may have a variety of health related causes. He needs help.
Also, you are being abused, and your physical and emotional health is jeapardized. Call the police or local social service agency.

May I suggest Al-Anon, the 12 step program for those who live with alcoholics. I go to meetings and have found my serenity even with drinking/drugging going on around me.
