Exactly. Groups of IP addresses are owned by a specific provider. Your provider knows EXACTLY where you are.

That's why Osama does not use the internet or cell phone. For most of us in that situation, that would be the same a JAIL, now wouldn't it?

That's a little exaggerated...an ISP has a log of what IP address you had when. They can then tie this to your billing address to get accurate results. An ISP can only give up this information to someone investigating via a court order.

However, to the outside world, the best that can presently done is to track your IP down to zip code level, given you are using a broadband service and dont have your IP registered directly with one of the registries. So dont stress too much :)

It can if tracked properly. You can take an IP and get it down to the regional ISP that maintains it. And if done properly or by authorities, you can get the information for the last DHCP leased individual to that address. All ISP's are required by law to keep logs of this information so that when the RIAA tries to sue you, then can track your IP on limewire, then track you down and sue your family.
