Hmm I'd say try hollister if there is one near you they off a range of sizes with long and short, wide, and hung low. None of the stuff there is particularily good however there jeans are amazing. Another place you might like is american eagle if you like old navy

I would suggest Hollister, if you don't have one near you you can buy some really good ones off EBAY... They are very similar to Abercrombie BUT the price is much better!
Hollister also offers great pants in sz SHORT and because Hollister sz run small where you are 130 I would suggest a sz 7 or 9.. which sounds high but remember they run small... Im 5'5 and at 110 lbs I fit into a sz 3 which normally would be a sz 0 for other brands. I hope this helped you a little and good luck!! oh and by the way hollister tends not to be as low rise as abercrombie as well... :)
Good luck girlie!!

I had the same dilemma. My suggestion is to find jeans that fit in the regular size (try Gap, Banana Republic, etc) making sure that they fit in the places you want them to like the waist and such and then get them taken up by a tailor.
