What do people on welfare need to prove to actually be entitled to be on it?

depends on what it is: food stamps, sect. 8 or what.. U must prove how much u have in bank account, rent, utilities, etc..INCOME is a big thing to prove.. If u say u don't have income, then they want to know how u are paying expenses and u have to get statements by people who know u to say u are nto working (food stamps).. so depends on what it is.
