Take a look at the county and district council websites for your area, they will spell out exactly what they do. Picking some random examples, my district council deals with waste disposal, planning permission and dog fouling, while the county council deals with education and road maintenance.

Okay - a county council runs a county in England. A district council runs a country district of England. District councils operate in rural areas.

Here in Londinium we've got local councils and above that we have the GLA - Greater London Authority which is in effect a powerful government in its own right.

some aspects deal with on a larger region IE district councils small responsibility for their own area and council affect the entire county

County's are made up of local councils and districts belong to local catchments!

Sort of villages that report to towns, a town can be made up of many villages, a city can be made up of many towns.

Some towns might not be big enough to make up a city, so they are group together, as are districts not being big enough to make up a town..
