It's a code that at its beginning was conceived to allow Income revenue to make a quick control on any commercial activity that's developped by any Italian resident. In the following its use has been extended also to any other administrative act that Italian citizens are doing inside the Italian territory.
Is formed by eleven carachters (numbers and letters) extracted by mean of a math formule which considers name, surname, gendre, date and place of birth.
For example my fiscal code is MRTPRI45B20I187X (I've posted expressely posted 2 fancy # for my privacy reasons.
However the first 3 letters MRT are identifying my surname
the second 3 letters PRI my name
45B20 means that I'm a male and I'm born on the 20th Feb, (2nd month of the year and hence B = 2nd letter of the alphabet) of the year 1945. I187X (here is the fancy #) is identifying by birth's place.
For women the difference is only on the code of birth. A female born my same day will have 45B60 (add 40 to the day of birth).

CODICE FISCALE has been answered for you already, so I needn't bother to answer now. It's like a social security number NI.
This is used and issued when going to the doctors for example. With this, they can locate your exact whereabouts.
