yes
anyone with mammary tissue and a functioning pituitary gland (including men) can induce lactation (and it can be done without drugs)
pregnancy (current or previous) is not required, ditto on overies and/or uterus

People who induce lactation produce mature breastmilk that is comparable to the breastmilk of a biological mother at 10 days post partum. Because inducing people are unable to produce human placental lactogen, they are unable to produce colostrum. However, since the amount of antibodies and other immune factors remains the same throughout lactation regardless of the volume of milk produced, mature milk contains ample amounts of antibodies, immune factors and other beneficial components that benefit both parent and baby.

How do you induce lactation? You increase the levels of prolactin by stimulating the breasts. The best stimulation is simulating a baby nursing. Followed by manual stimulation and then a breast pump.

It's possible. More likely if mom has ever had a baby anytime in the past so her body understands what to do. Some adoptive moms can lactate just by using stimulation (baby or a pump) and maybe some herbal supplements.

You can - if you have a baby. I read about mothers with adopted babies, that started to breastfeed and it worked, after couple of weeks. But they were never producing enought milk, they were just doing that to bond better with their baby.

I believe there is a medical condition called 'false pregnancy' in which a woman will begin to lactate. I don't know if this condition can be induced or not.
