There is no exact defination of work of cabinet minister & minister of state. I think it is duplication of work & not delegation of power. We can remove a post of minister of state & can give them some independant charge of separate ministry.

Well, all Ministries do not have both and some have a Deputy Minister also. All the posts are political appeasement, only. There is no logic behind their constitution.

What we need is not 'Why we need'. We need it because one has to be questioned from many sides then only people would respect God. We need two Cabinet Ministers and 5 Ministeres of State as well as at-least three Prime Ministers - one for northern region, one for central and one for South. Do you need more number of Presidents of Governors, please let us knowl. Thank you.
