None. If he makes 1 cigar out of 8 cigarette butts, he can smoke 8 cigars, but no cigarettes.
If you meant that he can make 1 cigarette out of 8 butts, then he can make 9 cigarettes, by making the last one out of the butts he accumulates from the first 8.
