But, why did the world governments not do anything about it 20 years ago when it was first brought to their attention as to what was happening to the planet?

Because now they are feeling the nature's 'heat'. Earlier they recklessly destroyed the resources and polluted the environment.

I am not at all certain about global warming because it seems to be being used to up our taxes and impose new 'green' taxes. Not all scientists agree with the idea but those who don't rarely get quoted. It seems to be ignored that the Romans grew vines in this country nearly two thousand years ago when this country was very much warmer and when carbon emissions cannot have been the cause of the hotter climate. It looks to me, therefore, as if we are just experiencing another warming cycle. If you are interested, read Michael Crichton's thriller, 'State of Fear'.i

for the same reason they do nothing about now, apart from pay lip service so people think they are.
Money, Big companies want to carry on polluting as i cost money to be cleaner. people still want to fly off on cheap holidays loading pollution into the air. The Americans (not all) like to drive big gas guzzling cars like hummers, and are not taxed very much on petrol. The US government would have problems doing anything about this so they don't.
Our government is the same and wont tax aviation fuel the same way it does car fuel.
In another twenty years when it is all loads worse you will be able to ask the same question.

Haven't you noticed that a lot of governments (USA, China et al) STILL aren't doing anything about it.

It makes a mockery of the UK citizens being taxed to high heaven to curb our carbon emissions when on a global scale there are loads of irresponsible countries polluting the atmosphere with aplomb.

i suppose that because to admit it is to admit there is a problem with the economics of the world. The debate Is 'Hotly' contested as to whether it is global warming or a natural cycle. I think it is global warming....but regardless of whichever you believe..I can't imagine that us pumping billions of tons of waste into our atmosphere is doing the planet any good.

Selfishness of man.

When the man in power, if he look into this issue, it will benefit the population to come in generations time. However, it may not benefits him, in fact, it may make him unpopular as it will use up the nation resouces.

Why should he?

On top of that, it is not the problem of one nations, but many, who to foot the bills?

This world is in the hands of the sinners, and we all are. In the nutshell, we dig our own grave.
