It's a very famous line from the Lord of the Rings novels. If you watch the very beginning of the first Lord of the Rings movie, it explains it, but basically a bunch of powerful rings were given out to various people, and there was one ring that was the most powerful, and you would rule all of the other rings if you had it. Since it is such a famous line, especially now since the movies have come out, it is often used as a joke.
