How to write an HTML encoded email?

What program should I use? Webmail? Microsoft Word? Or Outlook?

doesn't matter just put the code in the email... But to write the code u might want to you Notepad or wordpad
ur simple code

You can use any of those programs. HTML is just a plain text format, and doesn't need to be "encoded" in any way. Just send it in an email, and most (but not all) email readers will render the HTML as intended.
