And usually before the sun rises the moon has set.
There is also a hunter's way of measuring the effects of the sunrise, or just prior to. It's called the Circadian rhythm. Circa Dia means around the break of day.
It seems all life forms have their lowest energy and performance, their weakest point of the entire day, just before sunrise. Hence the term Attack at dawn. It's not a coincidence, it's why seasoned and experienced hunters and fishermen set out before light, they have the greatest chance of getting their prey then.
Thus the metaphor. You have very little natural light, you are feeling dragged out and tired, very low energy,
just like the depression one feels when the troubles of life seem insurmountable.

If someone tells you that it's always darkest before dawn, it means that your life has become a scourge of utter darkness for which light is the only answer. The saying carries a message of better times just ahead. This is an "Evil dead" approach to life. If you can weather a quiet evening of demonic warfare and grizzly death, you can make it to the dawn and be destroyed by a camera barrelling toward you with all the armies of hell propelling it forward. We both know you're not even going to make it that far. For you, there is no dawn.
The main problem with the sun is that it's evil. You never know whether it's coming or going. If it's close to dawn, the daylight might be coming to save you. But what if it's darkest before dusk? You might get your wires crossed and then what will happen to you? This is how the scenario usually plays out on the stage of life

because as the earth rotates we turn further away from the sun, until we eventually start turning back toward the sun(a 24 hour period), but before dawn we are the farthest we could ever be from the sun, thus the darkest hour
