Yes. The light is red. You must stop. You cannot proceed until the light changes to Green. You can then execute a U-turn upon yeilding to the right of way.

Yes it is illegal to make a U Turn at a red light but rules are meant to be broken!

I believe it has to be posted. In the small town I live in they have signs posted stating that you CAN make a u-turn on the turn light.

In most states I think it's illegal to make a u-turn on an arterial.

You'd have to tell us what state you're in, since the rules of the road vary.
