It can be danced apart, in fact, some figures demand it, at least for a few moments. Usually, the follow simply stays with the beat of the music and mimics what the lead is doing, sometimes it will be a bar later, such as half turns (like in cha-cha).

In club salsa as we know it, there are few moves that you dance apart from your partner, but mostly you need to follow him. Even at the times when you are not holding hands, you still should follow him visually and you still should follow the beat. It may be frustrating to the leader if he sees or feels that the lady totally got out on her own.
To become better follower you need to practice this with a leader. Tell him it's an exersise. You will try really hard to turn off your brain and not guess anything at all. As if you forgot all the moves. All you remember to do is transfer your weight on every step and keep your arms available and strong but not tense. Keep your elbows close to your body. Let him lead you. Transfer weight when he leads you to, but don't do it if he doesn't. Let him make stuff up. You will find that both of you havr to stop because you lose it sometimes, but that's OK. That's just an exersise. Concentrate on lead/follow, not on making it look pretty. This exersise will help him to become better leader.
Exersices that you can do on your own to make yourself look pretty: technique and styling. Learn how to place your weight properly, how to use your legs. Learm some arm styling - you don't need a partner for that.

Yes, you can... but it's meant to be a couple dance.. solos will be a small part of the couple dance.
To become a better follower, be more flexible - don't try to be pushy and lead the guy... just relax and follow his lead.
But of course, you should find a better dance partner if your current partner doesn't know how to lead.

Both... you can dance in standard dance position, then release to do your own moves, then get back into standard dance position.
Being a good follower means you understand the basic leader's moves. For example, when the lead wants you to spin, his arm raises, and you continue to turn until he pulls his arm down. When he is going to spin, he arm will go lowered, which is your signal of what he's going to do.
There are a lot of standard cues like that the (male) dancer uses to lead.. with lessons and experience, you learn them.

Well, there are "shines," but an entire dance alone? What would be the point? You get better through training and practice. Have you had any professional instruction, or have you been picking it up at clubs? It may be worth it to spend the big bucks for coaching from a top pro.

It doesn't have to be together all the Time, but you do need to dance in front of your partner.
