I would talk to my friend and encourage them to talk out their problems, but I probably wouldn't step on their feet and tell someone else. You need to respect your relationship and be there for them.

Any time someone is being bullied. Statistics and the media say you should tell. It could lead to sucidal and homicidal attempts, depending how intense the situation might be.
Personally i say hold your own without taking a life.
Fight back with brains first, if you can't think of a good strategy to play mind games with them. Get physical.
I say this because you can't tell somebody to save you all your life, you will have times alone but not completly alone. God always have your corner. As long as you have him DEFENDING YOURSELF WILL BE POSSIBLE.

You friend needs to stop acting like a nut. If a person dresses rediculous, act overly emotional, and calls attention to themself by basically wearing a sign from head to toe that says, "Im emotionally unstable," they are going to be teased.

Get him respectable apparel. Tell him to keep his wild emotions to himself or a trusted confidant, and enjoy his music without making it a lifestyle.

Look what I did. I stopped the bullying, and turned some weird subculture guy into a productive citien instead of a self-obsessed loser who's poor personal choices in how to present himself will cost him real opportunities.

yes, tell somebody...what's the worst that could happen--you made a mistake using the best of intentions.
