1) We have the following formulas for the position and velocity.
x = v t cos p
y = v t sin p - (1/2) g t^2
v_x = v cos p
v_y = v sin p - g t
Here p is the angle, g is acceleration due to gravity, t is time, v is the initial speed.
2) At maximum height
y= v t sin p - (1/2) g t^2 = 17
v_y = v sin p - g t = 0

3) Solve for v and t.
t = (v/g) sin p and
v = sqrt (34 g/ sin^2 p) = sqrt (34 * 9.813 / sin^2 25deg) = 43.2 m/s

About 43m/s assuming you mean 25 deg to the horizonatal. Highly improbable.
