I'm guessing you need this for some kind of online registration? A county is a region within a state or country consisting of a number of cities/towns/villages etc.
Looking at autoroute, I would suggest entering West Bengal as your county.

the word county means jurisdiction of foriegn countries.
In India we are paying property tax to the Income Tax authorities but in foriegn countries tax has to be paid to counties like Okaloosa county, Riverhood County etc.
County means a tax collecting centre

Counties are smaller areas of land which are part of a state, and contain a number of towns and cities. Sometimes referred to as councils.
