I mean I have a 3G phone and if someone sends me an email, regardless of whether it came from PC, another cell phone or some other device (blackberr etc), the cell phone buzzes , flashes and whistles as a notification.

Do all 3G phones support email this way ? (I'M NOT TALKING ABOUT SMS, OR Web browsing)

Not necessarily, mobiles in general regardless of whether they are 3G or not will support pull e-mail from either a pop3 or imap 4 e-mail address so basicly anything not web based.... Blackberry supports a push e-mail system where the blackberry server checks up to 10 e-mails accounts for you are sends a copy down to your phone.

Yes they do, and its quite useful.

Try linking your handset via supplied software, as outlook is much eaiser to work with than a small screen / small buttons...
