Anyone that can physically boot up your computer can reformat it. Its not something that is super special or hidden information. To have it done by a computer specialist or a shop will get you robbed, being that you can do it yourself. Most PC shops charge anywhere between $25 to $100 per hour. The proceedure takes about 2 to 5 hours, considering all your software and drivers need to be reloaded. You may end up with a bill between $50 to $500 depending on the circumstances. If you don't give them the proper disks to do it they may charge you for the operating system as well (Widows 98 or ME or 2000 or XP)

Most computer repair shops will do it. Also retailers, like Best Buy, will also do reformatting of hard drives. I am not sure how much it costs, as I have only done it myself and not gone to any of these places.

If you have access to a windows cd it's a simple enough do it yourself task.....bout 20 minutes to quick format and reinstall windows + however long it takes to put your programs back on

PS. Get your device drivers on a disc before hand

you can always ask for more specific advice if you run into trouble

you do it, and it only costs as much sweat, blood and tears as you are willing to spend on something that is probably not worth the effort, but if you feel it is, then just go to Microsoft, assuming its a PC u have and search for formatting your hard drive, they give detailed step by step instructions, it works, and is alot cheaper then anything else.
