Bless you for wanting to be a social worker, if indeed it's you you're inquiring about. I would say that a person with a felony who has enough heart to be a social worker, and who has made mistakes and knows the pain of making mistakes, would make the most effective social worker. As far as requirements, I don't know. But I think a 4-year degree specializing in related studies is required.
