They are placed at a specific height so that those who do need braille can 'read' through touch the function of any room behind the door or that there is an elevator .. this is just like a sighted person can 'read' the signs.

I believe the words you mean are "Braille writings," if you could even refer to Braille as "writings." Like the guy above said, blind folks use their hands and fingers to "read" Braille.
