The world is a monster of energy. Man's mission is to become a monster of energy as well...for only a monster of energy has the will to maintain control of order. Power, for nietzsche is not about self overcoming...it is about stepping outside the boundaries of onesself to rule over the random inanities that seek to distort your control of yourself and your realm. Once you control Random Inanity, you can will to power that which you desire in your controlled sphere of influence. Remember, Nietzsche's search is a Romantic one...he seeks the Uberman, the one who will walk in "No" to guarantee his "Yes"...he seeks the true nobility of Man's spirit...the heroic in man...truly, he seeks the Spirit's ability to soar with angels...for man is chained by circumstance, and when he walks without being influenced by circumstance, he has overcome his chained self and become the monster of energy that can control all things...even Time Itself.

no simple-20 words or less-answer.
it is one of the essential tenets of his philosophy, but the understanding of its implications necessitates at least a minimal understanding other aspects of his thought...

one such core idea is the "eternal recurrence"

each of us is destined to relive our life...not reincarnated, but our exact life over and over in infinite time...(this recurrence may take many millenia to occur/recur
this fact is terrifying...not facing its implications is cowardly...living the "best" that one can attain is the only goal..and even though it is ultimately futile...there might be something "good" derived from the struggle to overcome oneself with the ultimate benefit of having a "worthy" life to recur...

thus the "uber" man is NOT the mistranslated "super" man but more accurately -both in translation and meaning- the "uber" man is the "self-overcoming man"...

heavy stuff...the will to power is the proto-existentialistic idea that the only life worth living, the only life that anyone has control over is ones own existence...and that existence can be elevated by the constant striving to overcome ones own foibles...

to exert power over any one else is showing the ultimate cowardice in not being able to control oneself..the mark of an inferior individual/race/society...

OK....so not a neat and tidy answer, and even this cursory explanation is woefully inadequate as to the depth and detail of his philosophy....but hopefully it helps a little ....

Khaleel: Is it possible you haven't heard? God is dead. :-)

Seriously: I think nobody really knows what it "really" means. But I will spend some of my time trying to figure it out.

Right now I just think its about the strength of one's will. Those who have no capacity to obey himself is himself commanded.
