I was going to answer 'articulate' but that's not quite right. Communication is two-way and the important thing is that other people understand what you are saying. Being articulate isn't any good if the person you're talking to doesn't understand you (eg they are deaf or have learning difficulties). I can't think of a single word to sum up, so I'll keep an eye on this question to see if someone else knows.
