i choose symantec for antivirus. it works great and you can configure it to scan incoming/outgoing emails i.e. on outlook express, also you can scan a single file with symantec and check if it is infected.

Spybot is an open source and free anti spyware - www.spybot.com
There's no "best". The level of effeciency of those applications depend on how you use it them, whether you apply regular updates, and the amount of memory and processing power these program use (the above 2 use very little).
